Most likely the grease solidified in the shifter and the little lever inside isn't falling in to the detents. very common for the old rapidfires to not click into position past certain gears or at all when the grease dried up, which often happened after they stopped having regular use

Looks like a 16, this guy has been trying to sell it for like 6 months now, originally he wanted like 5-600 for it or something crazy like that. Definitely not aware that it was a a lower/middle range bike that cost about that brand new at full msrp with a very small (although dedicated) following. ...

93 A2L of the non tange variety or unbranded anyway. Made in taiwan decal on headtube. Possibly the tange frames were made in the usa and then were switched to different tubing as production shifted overseas?

94 cuda comp, interesting serial number, since i guess it shares the same frame as the a2x and the 3 which seems to typically denote model year looks like it could be an early production frame
