That looks like a 12" to me.. He may be measuring to the top of the seat tube.

Yea I was thinking that myself because the top bar looks to run in line with the seat stays...can see between the two pictures. Even being a size 12, the parts on it would be nice to have for a frame that fit...bad part Neo's Daughter already has a size 12. $100.oo for those parts and a frame to go with it, guess could sell the frame and make some back?

It also looks like it has a smaller rake angle as compared to yours and to the earlier frames.

Thanks for the thought D but unless you were able to see the thing in person, we feel it was a 12. But the thing had some nice parts which bought at the 100 bucks would have been nice for another build, that is for sure!
